<p> This permit ensures the proper disposal of solid waste in an environmentally acceptable manner while protecting public health and the environment, including surface and ground water. </p> <p> Any person who installs, materially alters, or extends a refuse disposal system must obtain this permit. Refuse disposal systems that require this permit include: </p> <ul> <li>Municipal landfills</li> <li>Land clearing debris landfills</li> <li>Industrial waste landfills, including coal combustion byproducts and residuals</li> <li>Rubble landfills</li> <li>Incinerators (municipal and special medical waste)</li> <li>Transfer stations</li> <li>Processing facilities</li> <li>Processing and transfer facilities</li> </ul>

<p> The Resource Management Program within the Land and Materials Administration of the Maryland Department of the Environment regulates several activities to ensure the protection of public health and the environment. </p> <p> The permit assures the proper management and recycling of organics, including: </p> <ul> <li>Yard trimmings</li> <li>Preconsumer and post-consumer food scraps</li> <li>Nonrecyclable paper</li> <li>Department-approved animal manure and bedding</li> <li>Industrially produced food processing materials</li> <li>Animal mortalities</li> <li>Manufactured organic materials like waxed-corrugated cardboard, non-coated paper and Other materials that the Department determines pose a low level of risk from hazardous substances and a higher level risk from physical contaminants and human pathogens </li> </ul> <p> This includes both the Individual Composting Facility Permit and the General Composting Facility Permit </p>
