Part I of the permit provide the specific types of discharges and industries. Part II contains the application process, and the following Parts of the permit contain the required controls, monitoring and reporting. The general permits for wastewater discharge increase the efficiency of the Department’s permitting process through the issuance of generic permits to categories of business activities which are generally very similar in their wastewater characteristics. This proposed General Permit is for the discharge of compost toilet liquid (wastewater) from composting toilets to groundwater - via land application. This includes compost toilet liquids from private dwellings and other types of facilities that use composting toilet technology. Maryland environmental regulations require a permit for the discharge of any quantity of wastewater to ground and surface waters, and includes wastewater discharged by land application. Land application means that the wastewater is discharged directly onto vegetated ground and is considered a beneficial reuse of the wastewater.

The general permits for wastewater discharge increase the efficiency of the Department’s permitting process through the issuance of generic permits to categories of business activities which are generally very similar in their wastewater characteristics. This permit is for the discharge of exterior vehicle washwater operations including automobiles, trucks, buses, grounds maintenance equipment, construction equipment, railcars, golf carts, all-terrain vehicles, motorcycles, watercraft and aircraft, to groundwater. This general permit regulates the most common pollutants of concern that may be discharged in exterior vehicle washwater. The permit controls the discharge of these pollutants directly by required chemical testing of the washwater and indirectly by operation and maintenance conditions. The chemical tests and operation and maintenance requirements that are required in the General Permit are essentially the same as in an individual permit.

Oil Control Program
This general permit covers the following discharges to surface water or groundwater of the State: 1. All new and existing discharges of stormwater from storage tank dikes (i.e. secondary containment dikes) and loading rack areas and 2. All new and existing discharges of hydrostatic test water from oil terminals.
