General Discharge Permits for the Discharge of Composting Toilet Wastewater to Groundwater by Land Application (CT) Notice of Intent (NOI)

This General Permit is for the discharge of compost toilet liquid (wastewater) from composting toilets to groundwater - via land application. This includes compost toilet liquids from private dwellings and other types of facilities that use composting toilet technology. Maryland environmental regulations require a permit for the discharge of any quantity of wastewater to ground and surface waters, and includes wastewater discharged by land application. Land application means that the wastewater is discharged directly onto vegetated ground and is considered a beneficial reuse of the wastewater.

Obtaining the permit

Step 1:
Submit the complete application. You will need to include the Environmental Justice (EJ) Score for the census tract where your operation is located. The EJ Score can be obtained using the <a href="https://experience.arcgis.com/experience/e4148f01acf743bf8ac1d2aa2dc0947f/page/MarylandEJ3_0/" style="color: #0056b3; text-decoration: underline;">MDEnviroScreen tool</a>
Step 2:
Submit a site map identifying the Primary and Reserve Land Application Area
Step 3:
Submit the Operation and Maintenance Manual
Step 4:
Submit the local approval of onsite graywater disposal system (optional)
Step 5:
To complete the application you submitted online, you must also print out the <a href="https://mde.maryland.gov/programs/permits/WaterManagementPermits/Documents/GP-Sig-Card.pdf" style="color: #0056b3; text-decoration: underline;">Signature Card for Submission of Online Notice of Intent</a>, have an authorized Signatory sign, and then send the original hardcopy by mail to Maryland Department of the Environment Wastewater Pollution Prevention & Reclamation Program 1800 Washington Blvd, Suite 455 Baltimore, MD 21230
